What does "CLASS C IC:  119.55(330-160) 269.6(330-160)" 
mean in the context of Airport Frequencies ?

At KROC, these are the same as the approach and departure frequencies or the compass directions shown.

I have also seen the use if the abbreviation "IC" in the context:
"Basic Radar SVC IC".  I can't figure out what this means either.

In the text quoted below, what is the difference between the lines "approach", "departure", Class C, and Class C IC ?

(I am a licensed pilot but haven't flown since 1995 - I know what approach, departure, and Class C airspace are).

I'm not sure I get what you're asking. Is the question because there's only freqs for Class C initial call for the NE side and none for the SW side? I have no idea why that is. In general it looks like they have two sectors. One on the NE side of the airport and one on the SW. If you're on the SW you should be on 123.7 and if you're in the NE you should be on 119.55.

I do understand that 123.7 is the freq to use when approaching from the SW, and 119.55 from the NE.

Good so far.

As fro the two lines referring to Class C.
Only one mentions IC (119.55).
The other doesn't (123.7).
Is this a typo (an omission) do you think ?
That would explain it.
