Is that a satellite approach transmitter at the field at BVI? and is BVI lcl/gnd priority on the feed? what are the tower hours of operation? Is it 100% student run?

The satallite approach transmitter is an RCO for PIT.  They use it for Clearance Delivery when the tower is closed (2100-0700L).  Usually they'll turn it on when the tower goes home and leave it on all night which is pretty fun to listen to.

The tower is 100% student run with FPL controllers providing OJT instruction.  LC is priority on the scanner, and LC and GC share the same feed.
