JFK 13R/31L is back.

Listening to JFK tower on the way home, I heard them switch takeoffs from 22 over to 31L.  There was some chatter about it being brand new, and bi-play between 2 planes about who was going to be first.  The tower then came back and said they started on the shift before his, so neither took the cherry.

31L is used only for departures because the initial landing portion isn't available yet. Not sure how long this will last.
