JFK using 13R & 13L

I've only been listening to ATC for about 6 weeks, but I guess I have not seen JFK using the 13R & 13L configuration.  Would they do that because of wind, or LGA traffic?

Wind was out of the south southeast, normally 13R for all dept, 13L all arrivals... Sometimes they switch it up, all the northbound jets will get 13L for dept.
