hold release times

Listening to Toronto ATC today and due to weather flights are being put in a hold pattern prior to landing.  It is 5:00 PM local time, and the flight that are currently being put in a holding pattern are being told that they have a release time of 22:15.  Is the release time based on a different time zone (GMT) ?

Is Canada's "hold release time" the same as our EFC?

Yes, I believe he's referring to the US equivalent - EFC.  EFC's and IFR release times (from uncontrolled fields) are given in zulu (GMT).
