I was scanning in Burbank, CA today and found this channel. Some googling told me that its a helicopter channel. Is this ATCed?

No, it's a self advisory frequency.

There's a new note in the current LA TAC asking pilots who are not talking to ATC or in the practice area CTAFs to monitor and advice on 123.025 when tooling around the basin.

Before that, the only people I've heard using it was as a helicopter CTAF.
