Self-contained,off grid, all in one setup/feed possible?

I was just wondering if anyone has ever created a "portable" setup using say a raspberry pi, sdr dongle(set to a single ATC frequency) and powered by a relatively small power station (solar, battery, charge controller) that could be located near a free wifi network(or a business/other willing to put the device on their network). Something that could be located near an artcc RCO/other and provide a feed to LiveATC.

...is something like this possible?
