Title: HF feeds in summer mode

Big tube rigs turned off, notified the CL&P load dispatcher beforehand so there would not be a surge on the grid, sand-state radios from LDOC 6640/8933 feed re-tasked to 6577/5550 for the summer. Will scare up another pair for the LDOC feed in the next week or two, meanwhile just ARINC and misc oddball VHF on that stream.

Once again it's that time of the year, tube rigs "off", sand-state "on". 6557/5550 pair will be 6577 & 8846 during the day, 6577 (or 6586) & 5550 at night. LDOC feed is now 6640 only. Volmet 6604 feed awaits repair to a spare radio, but should be back soon.
