In a news story about the case of Jetblue 1295 having to abort takeoff for a runway incursion, the reporter says that a new lighting system that is not yet installed at any of the New York airports might have prevented this incident.  Sounds like it could be an extremely complex setup to try to put "traffic lights" at all the many runway crossings, etc.  Can anyone describe this system?  What controls it, some automatic system or does ATC run it?

Thanks for the links.  Looks like a good system but for cost vs benefit questions.  Probably worth it at an airport like JFK and a few others.
