One person was killed as video captured the moment a small plane crash-landed and flipped over on the beach in Santa Monica Thursday afternoon.

The crash happened around 3:15 p.m. just south of the Santa Monica Pier at the 1800 block of Ocean Front Walk.

Officials confirm the passenger killed in the crash was the former mayor of Santa Monica, Rex Minter.

Minter was elected to the Santa Monica City Council in 1955 and served as mayor from 1963-1967. He later served as city attorney for Arcadia and a judge for the Los Angeles County Superior Court.

Video from Sky5 showed the single-engine Cessna 150 belly up on the beach, just several feet away from beachgoers.

Several law enforcement vehicles were on the scene to block off the crash site from the public. Witnesses reported hearing screams and gasps from bystanders as they watched the plane go down.Two people were onboard the aircraft when the pilot reported engine issues after taking off from the Santa Monica Airport.

Both occupants needed to be rescued from the downed plane, according to the Los Angeles County Fire Department Lifeguard Division.

The pilot was transported to a local hospital where their condition remains unknown.

No civilians were reported injured on the beach, officials added.
