I don't know how you misinterpret this so drastically.  They found a part of the recorder.  No the recorder.

Can someone remind me what year this crash happened, and in what ocean it crashed into?

oops, that is a shame! It crashed in the Atlantic ocean in 2009 !!!!! :x

Flight Deck Voice Recorder has also been recovered.

"On May 3rd 2011 the BEA located and recovered the complete cockpit voice recorder from the ocean floor. Both black boxes will now be taken to Cayenne (French Guyana) by a French Navy's patrol boat, from where the recorders will be flown to Paris, where the recorders are expected to arrive in 10 days."

"On May 9th 2011 the BEA reported the Navy patrol boat has reached the recovery ship, received the black boxes under judicial seal and is on the way to Cayenne. The black boxes are then expected to arrive in Paris by Thursday (May 12th). In the meantime an engine and the avionics bay of the A330 have been recovered both of which contain onboard computers..."

Because there is no AD issued media report it wasn't a technical fault that should be fixed immediately..

BEA says :
In Tuesday's statement, Airbus noted that "an AIT has to be approved by the authority that manages the investigation, in this case the BEA." It added that it "strongly disagrees with any form of speculation in the scope of the safety investigation and deplores all inappropriate communication concerning such a serious event that should be handled with professionalism and dignity."
