Title: What is this sound?

I hear this sound in the background frequently when planes are on final to KSFO, but I'm sure it happens elsewhere, so they are likely descending and at around 3-5000 ft I suppose, and I think this is usually heard as they tell the controller they have the airport in site.

So, what is it specifically?

That is an alert when the aircraft is approaching a level-off altitude, whether descending or climbing.

 8-) This sound is only for climbing (ascend), it means 1000 feet before top of climb, so 1000 feet before leveling of at cruise level.....

Okay, so it's also for descending.... I've never heard it though.
