The controller asked the pilot to, "Recycle your transponder, please."

Totally routine, when there is something amiss and a controller does not receive the assigned code on the aircraft's data block the first instruction is "recycle your transponder and squawk xxxx".  Sometimes that fixes it, otherwise they will go to other techniques to radar identify the traffic.
