Edited and attached below. Not long after there was reported FOD on 24L which led to TWR switching two arrivals to the right side.

(Montreal is in Quebec, not France)

Yes, they can speak French although they need to speak English when someone needs to talk to them in English.

I've never been too comfortable with hearing other languages on ATC because if you only speak english you will only be able to understand transmissions meant for you. This might decrease your situational awareness to traffic in the area (knowing what's going on, etc). But I'm not a pilot so I don't know if this is true.

I might be wrong, but I thought that English is the official language that is supposed to be used in ATC communications...

ICAO requires controllers to speak both, English and the official local language(s), while pilots may choose (English or local).

Only commercial pilots have to learn English (in Europe at least), but it's entirely optional for private licenses. Obviously it's still a good idea to learn English - and you aren't allowed to fly into countries speaking other languages otherwise...

I hated flying into yul for the language issue. As the person stated above I enjoy situational awareness which is hard to have when your the only English speaker. I at least learned how to say right and left so I could know if they were talking about my runway.
