ATC can declare an emergency for the aircraft at the facilities discretion (JO 7110.65S 10-2-5(a)). As you correctly pointed out, flying the aircraft is the number one priority.

As far as I can see the urgency of the situation was effectively communicated to ATC and by ATC to the other services. I don't care too much about the formalities, but making the appropriate calls may be needed to get less alert controllers into gear. :-)
I second the "good work by ATC", do think that their work had little impact on the outcome of this accident.

While it didn't have impact on the outcome, it sure did leave a LOT of options for this flight. "Clearing the decks" in such short time for two airports is absolutely incredibly fascinating to me.

If you listen to the controllers voice in the end...you can hear how this kind of event can effect a controller. Remember, at this point he would have thought the a/c was lost. The relief controller is just getting him out of the sector.
