I would guess TRS1894 took longer than usual to start rolling. Usually the tower can see when aircraft start to roll. The fact that they were using line up and wait would suggest they needed to move traffic out expeditiously. I would guess asking the crew if they were rolling was the controller's way of telling them to hurry it up. I could be completely wrong, though.

Something is missing, maybe check the Approach, Departure and Ground frequencies at the same time.  If they did not take off fast enough, they might have interfered with a landing.  Maybe they were asked to abort while an inbound did a go-around.  Or maybe there was traffic crossing the runway.
