Most likely the controller was too busy counting sheeps rather than keep an eye on the plane. I've heard very much similar story about a controller at my local airport, the plane was spining around the city and somebody got in the tower and found him asleep on the radar.

This happened a few years ago at KPBI. Incoming commerical jet couldn't raise the tower. He went ahead and landed making "unicom" type of announcements on the tower frequency. Airport security went and found the controller asleep. Lots of news coverage.

Starting the next day — in a change that the FAA said was already in the works — two controllers were required to be there.
Historically, one controller has been sufficient because activity is so low at that time of day, Mike Ehl, airport operations director, told KING.

I think it's too bad and it's tough working the overnight shift sometimes... those who have done overnight shifts by yourself can certainly understand this. I was surprised that Approach wasn't able to get a hold of tower though via interphone or something. Sometimes the radio can put me to sleep, but a telephone ring is certainly different... then again - does it actually RING?
Glad things turned out okay... still admire those contrllers at SEA-TAC! :)
