In the beginning, they're talking about the typical buildup of low cummulus , about 1,500'.
The 'over top of orlando' is refering to Rain showers moving into the area.
"there is no rain or anything.. but uh... there will be in a little while. They're right over the top of Orlando, uh... Executive."
Knowing ATC in the MCO/SFB area, sound like they're talking about the typical thunderstorm's that build up in late morning, early afternoon in the area, since KMCO is just SE of KORL, I can imagine the showers were moving into the area of KMCO.
Not sure about the comm loss, though wonder why there was a C210 flying at the departure end of 35L, with no radio at 4K feet, definitely in violation of Class B. Hopefully it was actually a comm loss, can't see any other explanation for that.
Still trying to figure out the restricted area the controller is referring to in the first clip though.
