Happens all the time now at KROC. They usually use runway 22 due to prevailing winds but on nights when the winds are low and the traffic light, arriving A/C would often request 04 to shave a few minutes off their flight time. (A lot of ROC traffic comes up from the south so 04 is direct and 22 requires a big circle over Lake Ontario.) Even at midnight with no departures until 6AM and only one arrival, they can't offer 04 if 22 is officially active.
I suspect this is going to be relaxed eventually. The new procedures are going to cost airlines a lot of time and fuel, cumulatively, especially at small airports. The FAA seems to be pretty sensitive to the airlines' needs.
