Polar Air Cargo 747 crew have some difficulty understanding an unusual clearance

Recorded in the year 2000, the crew of a Polar Air Cargo 747 inbound to Melbourne, Australia, have a little difficulty understanding the navigation associated with a clearance issued by ATC due to the ILS not being fully functional.
