So who messed up here, pilot or tower? Or both?

When you zoom in to KPHL you find the GO track.

As I see the track, this was before the runway and not going over it, just for - spacing - for me... A real go-around would take 20 minutes or so.

When you take a look at the image attached, you'll see that the Dash8 was before the E170, so this time schedule is screwed up.....

Happens fairly regularly at philly with the converging approaches to 9R/17 and/or 27R/35.  Sometimes the spacing just doesn't work out, no biggie.  Kinda entertaining to watch sometimes, as they get creative with use of S-turns!
