Takeoff clearance at 20:36 in the mp3.  He was earlier asked to use tower frequency but can't be heard, probably still on ground frequency.  Ultralight was in the grass moments later.  Not sure what happened but you can hear tower try to raise the pilot and a couple calls to ARFF.
