Can't believe you would make such a foolish accusation. The landing aircraft was on short final already. The emergency aircraft was nowhere close.

He was close. I believe the controller was under the impression the emergency aircraft intended to land on the active (34).

I think I trust the radar equipped controller's judgement as to what is safe and what isn't safe in their airspace at their airport over someone making a blind and uneducated accusation on the internet.
