Filext is a free database of file extensions and the programs they are associated with.

Cannot access AMR files on windows?
When windows gives you an error message saying that it
"Cannot open AMR files", this means either:

A. You need to identify a program that can open the file
B. Or your registry may be damaged

Note: I'd add C. You may not have the proper codec installed that is associated with playing this type of file.
You may have to find and install the codec. Search the audio software manufacturer's website for the proper codec. If the codec is supposed to install with the program, try reinstalling or upgrading the software.

Detailed information for file extension AMR:
Primary association: Adaptive Multi-Rate ACELP Codec
File classification: Audio
Mime type: audio/AMR
Identifying characters Hex: 23 21 41 4D 52 0A 34 , ASCII: #!AMR 4
Program ID: QuickTime.AMR , RealPlayer.AMR.10 ,

NOTE: Links on this page leads you to a commercial registry scanner program called registry booster.

The details of this program are here. Buyer beware.:
