Loss of separation at KEWR 4/24/14

A United Boeing 737-800, r was on final approach to Newark's runway 29 descending through about 400 feet AGL at about 15:02L

An Expressjet Embraer ERJ-145 from Newark,NJ to Memphis,TN (USA), was rotating for takeoff from runway 04R at the same time.

Based on the hesitancy in the takeoff clearance, the quick CYA approach of soliciting visual separation in the same transmission as the traffic advisory, and the apparent inability for the controller to remember to breathe before issuing the frequency change at the end...

... sounds like someone might have earned a deal pending an investigation.

Do keep in mind that I have edited out all of the silences, but I do not believe there were any extra communications than what is heard in the clip (just more pauses).
