Porter 283 is not a regular scheduled flight between Toronto City Centre (CYTZ) and Halifax (CYHZ) via Ottawa. However, the flight landed in Ottawa today (http://flightaware.com/live/flight/POE283/history/20131224/1635Z/CYTZ/CYOW)

Ottawa Ground asked the pilot why several Porter flights are stopping in Ottawa for refuelling. Apparently there was not enough fuel to get from YTZ to YHZ with the high volume of luggages and passengers. Attached is an audio clip of the conversation that is just over a minute long.

Interestingly enough, there was a news story tonight that because of the major storm on December 20 and 22, a number of Porter flights were cancelled. When passengers were rebooked on other flights, the luggages were left behind. And now Porter is scrambling to get all those luggages to their destination.
