So several times on final, tower gives them the winds as 260 or 250 @ 15 gusting 21 and double-checks that runway 14 is still ok.  I'm wondering why they didn't choose to switch to runway 23 - it's nearly 3000' longer and removes the gusty tailwind component.  It doesn't seem like 7700' is a lot of runway to land a heavy 747 with a gusty tailwind...
