KSFB Emergency

The nature of this emergency isn't on the tape.  It appears the aircraft was handed off to the tower from approach.   Cherokee 496 has some sort of problem with his tail (birdstrike? flutter? who knows).   You can hear the tension in the pilot's voice though.
