Why would their policy forbid a low approach/fly-by? Is that true at some other airlines too?

Quite a story. Excellent job, Ken, on the transcript. !
So did tower understand that AZ policy does not allow flyby and instead have 643 accept landing clearance with full stop, then tell them to go around? ie so it was tower's decision and not the flight crew's? If so -- well, I'm impressed.
It's also very fortunate that the Alitalia pilot doing coms speaks really good English.

Why would he have retracted (or attempted to retract) his gear on the go-around? I would think that would be the last thing you would want to do with questionable gear.
