Chananya alerted me to this incident, so I looked into it.  Here is what I found:

I have edited this clip heavily, so you may not get the feel for the timing without listening to the unedited version, but I think I caught all of the relevant conversations.  Those of you who understand this stuff better than me may find some nuggets of information here, but I didn't really hear anything that I would consider out of the ordinary.

Hey, at the 1:59 mark I hear TCAS calling out climb...climb, with a female voice... Didn't knew 737-700 have a female TCAS.....

The news article states the Cessna went over the 737-700, but their advisory was climb... during landing roll??? It's not clear to me yet....

I thought RA was inhibited under a certain height as well?

I read somewere (can't remember where) that TCAS is only used at runways, in runway heading, so as soon as you turn off of the runway TCAS should be off and when turning onto a runway you turn it on...  Maybe only in TA mode?

Cessna N4415R is from Whiteman (KWHP) and doing the pattern work on Rwy 8 and 15.  The controller cleared him for the touch and go on 15.  SW649 was on the straight in approach for Rwy 8.  
 RV7KM departed runway 15 for a left downwind departure.  Sounds like the controller may have been distracted by keeping the climbing RV and the merging Copter TV9 separated as they both flew NW up the 5 freeway.
  The scanner switched to an approach freq on the unedited recording during the moment in question (dang, I hate it when that happens)
  I bet the passengers thought it was strange seeing a Cessna flying over them out the window as they rolled across 15.
Otherwise sounds routine.

Okay, I've edited this specific part, First you hear the normal audio, then the two climb call-outs in slowmotion, then the normal call-outs again... Very short audio, but I can hear it clearly....

I have to disagree with you on this.

This feed has approach freqs as well as tower going on the scanner which confuses some folks.

I hear "One Two Foxtrox, Socal Approach Roger" with some backround voices coming over the controllers mic down at Miramar, not a cockpit TCAS.

SW649 has already checked in for ILS Runway 8 on the Tower frequency, (heard at 1:18) and was done with Socal Approach.

No problem, as I allready wrote: it wasn't clear to me yet.... but as this topic goes on we get to understand it better.....  :-D
