If you listen @ ~9:30, there is another pilot talking about cones blowing across the runway at a pretty good clip.
is that airspace controlled by msp 25?
FYI - the clip for this crash was added to the LiveATC archive, but when I went to listen to it, all I heard was a "buzz" throughout the audio.Could someone please check that and, if possible, download the feed again.Thank you.

It is ironic how the wind shear alert came just around the time of the crash. Owatonna airport, where the crash occured, is about 30 miles from KRST, and there is no local control tower there.
