Grumpy? Who knows? There is not enough information on this audio to draw any intelligent conclusions. Maybe this guy is working ground as well and getting a bunch of calls simultaneously.

The only thing we can be sure about is a lazy VFR guy calling inbound "with the information" and w/o any position report and having to be ID'd on radar while the controller is probably already pretty busy.
