What's with the TWR being non responsive so much? The "sorry, I was downstairs..." bit??  Seems sort of bush league, is this a tiny airport?

That is my home airport and they often only have one controller on duty during the slow times.  When you got to go, you got to go!

This is a federal contract tower, operated by a private corporation. Single staffing is very common at these facilities. "I was downstairs" means "I had to use the bathroom." When you gotta go, you gotta go.
