I was always under the impression that once a passenger says the B-word, all bets are off. The aircraft will go to the airport's designated area, and that person, once the situation is diffused, is automatically guaranteed reservations in the local federal jail.

Could somebody, for understanding purposes, write down the full sentence the pilot mentioned after the tower says to remain on tower frequency and ending with the pilot saying "he has a bomb"?

"Understand, but we got a passenger's (bag?) that's been restrained, we need the authorities called to the airplane and he has mentioned...he has a bomb."

Captain had something commonly referred to as a 'southern drawl'; a bit of an accent.
