HF recording - translation needed

Been setting up a new HF feed and I managed to record this tonight on 5550 kHz, which is used by NY ARINC Oceanic FIR... the message was repeated several times, then either the ARINC operator or a recording gave a warning message in English about illegal use of the frequency, then this message was repeated again a few times. What I don't know is if this message was the interference the English announcement was referring to or whether this is also a warning message. I often do pick up some very distant foreign language signals on this frequency in the evening until around midnight, and I assumed it was Tuva Radio out of southern Siberia, but it might be a couple fishermen or something... have never been able to make them out clearly enough.

Anyway, any help with the translation would be appreciated, and when we get the feed up maybe somebody will be able to identify the distant interlopers.

 Hi, definitely a recording, it's in spanish, says:
 "Su atención por favor, esto es radio Nueva York, esta frecuencia está asignada únicamente para el uso de comunicaciones aéreas civiles en el servicio aeronáutico móvil, usted está en violación al derecho internacional causando interferencia a la seguridad de (this I can't understand, sorry) de vuelo, por favor, cambie a otra frecuencia de trabajo autorizada, esto fue radio Nueva York"

 Meaning something along these lines:
 "your attention please, this is New York Radio, this frequency is assigned for the use of civilian aerial communications on the aeronautical mobile service, you are in violation of international law by causing interference that affects the safety of (sorry, still can´t get it) of flights, please, switch to another authorized frequency, this was New york Radio".

  Just for the record, I don´t think the guy in the recording is Mexican, I'd say he has more of a Caribbean Accent

OK, that's the same message they played in English, so it must have been somebody down in the grass they were trying to warn off, or they were gone by the time I tuned in. I caught it just as the Spanish one was playing, then I heard the English, then I finally got the recorder patched in and got two more Spanish... by that time the interlopers must have cleared out.

Yes, I heard the interlopers last night too.  Their signal was very weak although it was understandable on my Yaesu FRG-8800 with a long-wire antenna.  Thankfully it didn't seem to cause any communication problems between NY and any of the flights...to me it sounded like the interlopers were also speaking Spanish...

Yeah, I heard that, too, and they played the recording again, but this time only in Spanish. I just can't quite make them out, but doubtless there will be exceptional conditions at some point where they will boom in and we can identify. It seems to be between eight and midnight for the last week or so that I have been dialing in 5550
