I started working on this one too.

The first voice you hear sounds like a Belfast accent.

This controller sounded like he has a low threshold for confusion. He was making a lotta mistakes with other flights from what I remember; i.e. the lights weren't set properly, confusing clearances, i.e. full stop, touch and go. 
I thought it was funny that once he had cleared the Cherokee to the terminal, another guy comes in saying he's got an electrical failure and not to expect to be able to see him land.  :-D

Not a Northern Irish accent but definitely an Irish accent.
