Cessna Centurian engine failure on final at KBOI. Aircraft landed on Interstate 84 just short of the runway.

I get that the engine must be running to drop the landing gear normally, but is there now way to drop them in case of engine failure?

It is supposed to have a manual deploy system having gravity as best friend. Every single aircraft with retracting landing gear should have that.
