5/4/25 ~1513Z US Park Police N11PP c/s Eagle 1 lifting from their base "The Nest" east of DCA, requests clearance for Route 1 for SAR mission due to vehicle accident on the GW Parkway near the Key Bridge. 3 go-arounds (SWA3716, JIA5219, UAL2166) and delay vectors on Final. SAR concluded around 1520Z. Departing aircraft on Rwy 15 also held during Eagle 1 return to base ~1523Z.
Note - UAL2166 appears to have been given a very late frequency switch from Final to Tower ~1517.40 per OJAAY feed timing, and overflew Eagle1 location with approx 850ft vertical separation which appears to have happened around/before being up with Tower, and was then instructed by Tower to go-around closer to DCA. Presumably UAL2166 had TCAS alerts due to this, but there was no mention with Tower (weather in DC area Sunday was low ceilings/rain so UAL2166 likely in cloud at the time - while initiating the go-around the pilot makes reference about being "in the weather").
Combo of HELI, TWR and OJAAY 1500Z feeds, edited for time and content not realtime etc etc.
