The pilot of the twin-engine Cessna 402 reported the malfunctioning nose gear at about 7:15 p.m. After at least three flybys over the airport and the positioning of more than a half-dozen emergency vehicles near the runway, the pilot landed just after 7:30 p.m., touching the nose of the plane down to the pavement.
