I am sure the ATC made some special arrangements with his office and likely the pilot ahead of time.

Doubtful.  The pilot clearly knew nothing about it and this is not something you ask management for permission to do ahead of time.

Yea prior arrangements must have been made I bet. I also heard him say to the aircraft he was purposing on to turn to a separate freq.

This is old, and out of Vancouver International Airport (YVR). I talk to this guy while working a lot via Ground Control, very nice guy
