I listened to most of the clip and didn't hear anything regarding the midair....and holy crap at some points that controller speaks ridiculously fast...almost annoyingly fast he needs to slow that down just a bit.  I'm a controller myself and at times could barely understand him.

There is mention of both planes in the recording. And the ATC mentions traffic constantly. I'm not really sure how a collision happened

The collision occurred OUTSIDE Torrance towers area,  it was over the water in the PV practice area not the Torrance class Delta.  They would hopefully have been making position reports on the practice frequency of 121.95 which is NOT listed on this feed.   Pilots use the rule of "see and avoid" when flying VFR in these areas, I have flown through here many times on the way to Catalina and it can be very busy.   RIP, very sad.  PS. The controller sounded very clear and understandable to me.
