Title: 05 December 2018 - 1730z - N6867Y - Piper Aztec - KCNO gear up landing

After multiple attempts to get his Right Main gear down,  N6867Y a Piper Aztec Twin engine  Safely landed at Chino Airport KCNO in Chino, CA at approx. 9:48am PST

Runway incursion by Police vehicle (NOT IN VIDEO) AT 3:43 AND 4:32 IN TRIMED AUDIO

Trimed Audio (Gaps removed) of tower 118.5 and ground 121.6.

Police entering taxiway and runway with no communication with tower/ground.
